Hydroquinone is used in skin-lightening OTC products and cosmetics (Esoterica, etc). But it's banned in Australia, Japan, and some European countries.

Hydroquinone can cause ochronosis...a darkening and thickening of the skin. Most reports are in people with dark complexions.
